Sentence Correction :: RE: The Rise in the number of new housing (Kaplan question)

can someone explain why D is wrong? Specifically, why this sentence doesn't need parallel construction between suggests that and but that.
In A, B and C, rise (singular) does not agree with suggest (plural).
Eliminate A, B and C.

D: The rise in the number of new housing starts suggests...THAT weak job growth continues to worry some economists.
No: the RISE is not causing economists TO WORRY.
The intention here is to express a CONTRAST: that DESPITE the rise in the number of new housing starts, weak job growth continues to worry some economists.
Eliminate D.

The correct answer is E.
